Some of the most talented people I've known during my lifetime ended up choosing a life of crime, and/or to get their livings off the backs of others, rather than to make their own way. In other words, they chose the path of least resistance over the more difficult path of self-discipline and self-government. And I've said the same thing you said many times about these folks -- "if they'd just properly apply their talents and energies ..."
