It is a duty of citizenship to report lawbreaking when it is observed. That is one of the things that has made this current atmosphere what it is - a mass refusal of the citizenry to do it's duty. If you want to allow non citizens free access to the nation, then work through your legislators to get that to happen, but in the meantime, you do your duty and report those who are breaking the law when you become aware of them.
