Well, who has been writing the tax codes for the last several decades? Business is an integral part of capitalism and so it is not to be wondered at that business owners have had an influence in that process. The question is/should be "why does government need so much money?" The answer to that lies somewhere between 'avarice, ambition, revenge and gallantry'.
