How about this for an alternative? Sort them as to country of origin as they come in, until you have enough to fill a flight, then send them back to that country of origin and charge the country of origin for the flight and their keep. Also take DNA from them and change the law so that those who have come here illegally will be forever barred from obtaining citizenship. And in the meantime, Congress gets off their butts and streamlines the process of citizenship and obtaining worker visas.
