A good manager would look at the productivity of the employee when remote vs in person and dictate that they work in the place where they are most productive.
That is common sense. That is efficiency.
Anything else is just political posturing. Think of all the money that could be saved by not having to provide the office/cubicle space for those workers who perform best at home.
