It may be that she had been planning to retire anyway. Or it may be that she realizes that this happened on her watch and she feels very bad about it. I don't know if there was any way she might have caught it. Perhaps they don't have checking for that sort of thing as part of their process. I don't know if checking those sorts of numbers is something that is done in my state.
In any case, it should be a wake up call to all states.
I remember the Gamaliel foundation and ACORN. This is the same sort of thing.

Florida Considering Crazy Law to Register Bloggers
Just for the consideration of Florida's Senator Brodeur.
"Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances." ~ 1st amendment to the United States Constitution
And, just for good measure, here is Article 1, section 4 of the Florida State Constitution:
"SECTION 4. Freedom of speech and press.—Every person may speak, write and publish sentiments on all subjects but shall be responsible for the abuse of that right. No law shall be passed to restrain or abridge the liberty of speech or of the press. In all criminal prosecutions and civil actions for defamation the truth may be given in evidence. If the matter charged as defamatory is true and was published with good motives, the party shall be acquitted or exonerated.
