Fundamental islamic terrorists don't care if muslim - or any other - "civilians" get hurt or killed because they can use that as another weapon in their war against Israel. As they have been doing for decades now.
The problem is islam. The ideology of islam does not allow for any muslim to be a civilian. Fellow muslims are to be supportive of the activities of hamas and other terrorists or they may be persecuted as apostates and /or traitors. Any discussion of the causes of this conflict that tries to leave the true God out of the discussion - in this author's opinion - is ridiculous and whoever makes it should be dismissed as uninformed.
Attacking Israel and provoking a response that kills women, children and 'civilians' IS the modus operandi.
The Jewish people are the rightful possessors of the land of Israel by history, by the gift of it after WW2 and by their own ability to defend it as shown by the attacks on it from her neighbors in the region over the years.
The so-called Palestinians are those (and the descendants of those)who willingly abandoned Israel when neighboring nations told them they would be rewarded for doing so(traitors) and who were then refused refugee status by those same neighbors when Israel proved victorious.
Israel allowed them to come back and this is how they have been repaid. In any other nation, such people would eventually have integrated with the population of Israel and by now, would no longer be refugees but part of the nation. Political islam made that choice a far more difficult one for those people. But is was and is a choice they have made.
None of that justifies killing innocent civilians.

That is what evil does. It forces us down dark paths we would not otherwise have trod.'
The fact of the matter is that Israel has always done it's best to warn innocent bystanders to get out of harm's way before they retaliated. And hamas has always used innocent bystanders as human shields.
And this was no different. There was a warning to get out along with the declaration of war.
"10 When thou comest nigh unto a city to fight against it, then proclaim peace unto it.
11 And it shall be, if it make thee answer of peace, and open unto thee, then it shall be, that all the people that is found therein shall be tributaries unto thee, and they shall serve thee.
12 And if it will make no peace with thee, but will make war against thee, then thou shalt besiege it: " ~ Deut 20
