Rape is more serious than other types of crime is because it can result in pregnancy - or can result in infertility - either from physical damage or from an unwillingness on the part of the victim to engage in sex in a marital relationship. It damages society by threatening the act of reproduction.
That said, this does need to be investigated. It is wrong.
