Trust is a fragile thing and it is easier to extend trust to people who know what you think is civilized behavior and who you are pretty sure share your culture as well than it is to trust those who do not. And that's not unreasonable/racist/etc., it's just common sense.
That said, the US has needed to reform our immigration system for decades.
